Recent user feedback has shown that the Resources tool displays unnecessary information to users. To make the display more concise:
1. The 'Add' dropdown, with its children, should become part of the 'Actions' drop-down for all users. However, this change should not affect its role-based visibility (e.g. students cannot see the 'Add' drop-down now, it should not be visible to them after this change).
2. The 'Access' column should be hidden for the following roles:
Project: Member, Observer
Course: Student, Observer
3. Users should be able to modify columns. Column set will be the default till they change them again.
