Additions to ScoringAgent API to support iRubric integration

      Description

      In SAK-23717, a new ScoringAgent API was introduced in edu-services to allow tools to integrate with a scoring service (iRubric in particular) without using patches or including third party code.

      Currently, iRubric supplies patches to integrate with Gradebook, Assignments, and Site Info (for the Duplicate Site feature). Work has been done to refactor these patches to utilize the scoring-service work to make their integration generic. I have attached a patch for several new API methods required for implementing the integrations with the tools above.
