sign up generated groups do not auto-sync as people sign up

Create signup with auto groups: add a participant either as the coordinator or by becoming the users and signing up.

Go to Site Info > groups. The group has zero members.

Back in signup, click 'Synchronise' the group then gets members.

This is a regression as auto syncing upon signup used to work
