      Description

      The list of timezones presented to the user is inconsistent and odd.

      For example I'm not sure if the "SystemV/..." choices mean anything to anyone, and the geographical distribution is inconsistent (e.g. why Libya standalone rather than Africa/Libya, similarly for Poland rather than Europe/Poland). Some top-level groupings are continents, others countries.

      It appears that this list comes from Java or system defaults, but it is not a good or consistent list from a user perspective. Sometimes geopolitical meanings are read into presentation issues like these.

      In resolving this, offset timezones in the standard format GMT[+-]hhmm should be included, e.g. GMT+0200, which will further resolve a problem with system timezone settings not matching the list provided.
