According to Adam on the dev list, you cannot have spaces in a Web Content url as of Sakai 10. This is most likely to the aggressive HTML/URL sanitization effort to close security issues.
Here is how to reproduce.
Add a web content tool, set its URL to be:
Go into your database and do a SELECT like this:
select * from sakai_site_tool_property where value like '%x=%'
You will see that the url is stored in the database with the space between a and b.
Then launch the tool and view source - you will see the URL has become:
