Enhance Import from Site to automatically add any missing tools

      An institution might decide to purposely limit the number of course tools in the template course sites to the 3 or 4 most popular tools.
      When an instructor goes to setup their course for a new term, they might decide to reuse the content from an existing site via the 'Import from Site' feature. However this will not import content for tools that are not in the new site - the import will be missing content for tools which they had used in the prior term of the course.

      The current workaround is that instructors have to first add the tool in the new course site and go back and re-import that content.

      This ticket will track work to add a server configuration option so that if a user imports from a site, that any tools that are not in the target site but are in the existing site are first added, and then the content is imported.

      Future enhancements might be a checkbox in the workflow to allow an instructor to choose if they want the tools to be added or not, however this work will be an all on or off configuration, defaulting off.
