Create New User Dialog Box Email TextBox Behavior

The error message "The email address is invalid" appears as the user is typing in the Email address textbox while creating a new user in the Users Tool.
It should instead validate the email address AFTER the typist has tabbed out of the field.
As it now exists, it gives the data entry person the impression that the correct email address they are in the process of typing is some kind of error.
