      open a private browsing window, visit sakai. There should be a cookie warning at the bottom of the screen. Dismiss it, it should vanish. Go to another page, you shouldnt see the warning.

      close the window. open another private browsing window, go to sakai. check the cookie message is there again. go to another page, it should have vanished (without being manually dismissed). go back to gateway, the message shouldnt be there.

      Description

      need to inform users that Sakai uses cookies - do this just once.

      The warning sits at the bottom with big red dismiss button.The link should be configurable but the default target should be a page in Sakai.

      I'll attach such a page to this JIRA.
