skipNav access keys no longer visually displayed

In Sakai's neo-portal when a user tabs into the page the three most important access keys:
jump to content
jump to tools list
jump to site list

are displayed with the corresponding accesskeys when a user tabs through the page. The accesskeys remain, but the display is not present in Morpheus and is not read by screen readers.

This is an issue of utility to persons who use these alternative interfaces and feature parity. Could this please be restored.
