      Description

      When a timed test is created, subsequent tests created will have the length of that timed test preset under the Timed Assessment settings. However, the checkbox to turn the test to a Timed Assessment is not checked.

      1. Create assessment.
      2. Go to settings and make it a timed assessment with an appropriate time.
      3. Save settings.
      4. Make a new assessment.
      5. Go to settings; there will be a time already entered under Timed Assessment.

      In itself, this is fairly harmless; the test will publish without any protest, and will not appear as a timed test to the test-takers. However, it interacts in an unfortunate way with SAK-2920, where an imported test will come in with Timed Assessment prechecked. Normally that part of the SAK-2920 bug will result in a "Please specify a time limit under Timed Assessment" warning, since it has no time set. But this bug affects both created and imported tests, so an imported test may suddenly have both a checkmark and a time, allow it to silently publish as a timed test.
