content loss on image paste

      Description

      When pasting in content which exceeds the maximum limit as set in a compile time property file(s) (sakaiSourceCodeHome\kernel\kernel-impl\src\main\resources\antisamy\high-security-policy.xml & low-security-policy.xml) the entire content of the edit session is lost.

      The error is:
      WARN http-bio-8080-exec-5 org.sakaiproject.util.impl.FormattedTextImpl -
      processFormattedText: Failure during scan of input html:
      org.owasp.validator.html.ScanException: The input was too large. The
      specified input was 165,440 bytes and the maximum is 100,000 bytes.

      Instead it seems like an error should be given, and the previous content maintained.

      This is common with pasting in images, since even a small image gets encoded into a much larger file size.

      It would be good to have this limit easier to change than requiring an entire re-buld from source (if I understand this situaton correctly!)
