      enable the property and add at least one LTI tool to the system via External Tools in admin workspace. It doesnt have to be a real tool and doesnt have to be configured properly.

      in Site Info > Manage tools, the plugins section should be open by default.

      Description

      1. When users have external tools added to their instance, they are listed within Site Info->Plugin tools as long as they are not stealthed. Some users would like the option for 'Plugin tools' to be expanded by default. Possible to have this feature included, maybe as a property?
