Allow "Additional Notes" about a user to be displayed in Assigments

      Description

      Communicate "additional information" about a student, eg, "English not first language", and / or "resitting the year", and / or, "Non-sighted", and / or, "Dyslexic" or all of the preceding 'attributes' and so on.

      This data should be fetched from a provider (eg, LDAP), salted and encrypted and stored against a specific user.

      Surface this "additional information". To do this we will

      1 include a 'cover sheet' (HTML file) at the top level of the ZIP file download listing all names or if the assignment is anonymously submitted, the institutional anonymous IDs and the corresponding "additional information".

      2 add a link to the above-mentioned 'cover sheet' just above the table of submissions on the Assignments Tool "View Submissions" / "Mark" page and in the same part of the page, explicitly list the names or anonymous IDs that have "additional info"

      Display whether or not the current user has any "additional information" on the student upload submission page. This will reassure the student that we know about them and will take it into account. We should highlight the statement perhaps in the "Morpheus way" (blue panel.)
