Move copyright warning from a new window/tab to dialog box

Actions: Add a binary file to resources like an image Create a new text document in resources While uploading if given the option lick the button "Display copyright alert" If you upload a file and not given the option you'll probably to click "Edit Details" to add check afterward. On each file: Click on the link, a dialog box should appear instead of a new tab Click Cancel first it should cancel Do it again, click agree, it should go to the page (in a new tab) The agreement box in the original should disappear Go back to Sakai, clicking again should download the file again without the confirmation
