Access user cannot upload to resources

      Plan A

      1/ In an existing site, in an existing sub-folder, edit folder permissions & add a tick to "create resources" for an access user, make sure the 'edit own' isnt selected. save.

      2/ in ein private window, become an access user in above site, go into the relevant sub folder, try to upload a file.

      A. If there's no existing file there with the same name and they leave the Overwrite checkbox ticked, they should be allowed to upload it.

      B. If there is an existing file there with the same name and they leave the Overwrite checkbox ticked, they should not be allowed to upload it (because they do not have 'edit resources' ticked as well and they are as good as editing the file).

      C. If there is no existing file there with the same name, and they untick the Overwrite checkbox then they should be allowed to upload it.

      D. If there is an existing file there with the same name and they untick the Overwrite checkbox, then they should be allowed to upload it (because they are not editing the existing file - they want to upload a new one which will be given a 'version' suffix "-1"). There should be 2 versions of the same file

      (I've left out scenarios involving the 'Edit Resource' checkbox to simplify things).

      NB: I experienced a slight delay in assigning the rights to the access user and those rights appearing - I guess this is another issue which would be good to fix, ie, we should invalidate the cache when permissions are changed on a folder. e
