1. disable JavaScript in your browser (or install the NoScript browser add-on to disable JavaScript for just a particular Sakai instance)

2. check the following:

make sure the message is no longer at the top of the page

make sure the message is red and readable at the bottom of the page

make sure the message is on top of page elements and nothing sits on top of it

make sure the message scales to different browser widths including narrow (mobile) view and wide (desktop) view

make sure the message displays okay on mobile devices

make sure the message disappears when JavaScript is enabled

Description

The message that appears when JavaScript isn't enabled for Sakai isn't styled in Morpheus.

I have recreated the fixed red box that floats at the bottom of the browser window similar to how it did in Sakai 10. Works in the narrow mobile view too.
