Help-Tool does not use its css

      Description

      We noticed in our installation that the help tool does not look really pleasant.
      There s no css applied at all - even though a help.css exists within the tool.
      It does get linked in the help.html but that links to a wrong folder and all other help pages don't mention the css file at all.

      I wrote a little python script that adds the needed lines to that link to morpheus`s tool.css but not the help.css.
      That worked fine for us and we have a nicely formatted help tool again.

      After further research I found a commit that does similar changes to many help files and git shows that it is in master and 11.x. But the history does not mention this commit and its changes are not reflected in the code.
      So probably affects all 11+ versions.
