Accessibility block for visually impaired users - Rich Text Editor

      Description

      1) Our Accessibility tester (morgan) has noticed that when a visually impaired / blind user using JAWs reader tries to cycle through the tools to find their specific tool that they have to go through the entire list. Using the JAWS reader the tools are cuing in a vary disorganized fashion.

      We recommend that the Rich Text Editor have an optional option so a visual impaired / blind user could utilize a combo box to select their option. This way tool selection would be more concise and organized when reading from JAWS reader.

      2) When a visual impaired / blind user is trying to as an example a new forum topic and they encounter the rich text editor we have noticed that there is no verbal cues given to a user telling them where to enter it in.

      We recommend that a label above the rich text editor be added to "enter text below". Please see https://jira.sakaiproject.org/browse/SAK-31899 - Matt Clare comments on specific label to use.
