"Passwords do not match" dialogue appears before it should on Create/Modify Account pages

      Click the users tool on the admin workspace.
      Click 'New user' at the top
      Create a user with the second password not matching the first.
      Check that the 'Passwords do not match' appears after one has typed in the first character in the second password box.
      Check that the 'Passwords do not match' disappears when the passwords do match.

      Click a user that already exists to get the 'Edit Account' page.
      Check that the 'Passwords do not match' appears after one has typed in the first character in the second password box.
      Check that the 'Passwords do not match' disappears when the passwords do match.

      Description

      The "Passwords do not match" dialog appears on the "Create Account" and "Modify Account" page as soon as one types a character into the first password box. This was sorted for the create account page but seemingly not for this page.

      Only show the password mismatch message when the user has started typing in the second password box. Check that it disappears when the passwords do match.
