      Description

When a user is inside the Resources and clicks on any of the ellipses to expand or retract the directories created to view items under that directory, we have noticed that after clicking on the ellipse the focus changes from the item your and then redirects to the top of the page. This behavior then forces a screen reader to have cycle through the entire page to get back to the place where they clicked on the ellipse. We believe this is a defect and the focus should stay on the correct location on the page after the click..

This issue is related to https://jira.sakaiproject.org/browse/SAK-29837

      STEPS TO RECREATE PROBLEM
We are using JAWS 16.0, and Sakai 11.3
      1. Click on the resources tab
      2. After the user clicks on any tab (ellipse) they are re-directed to the top of the screen. (The words that are verbally read are from the top of the screen). The user then has to tab/down arrow through all the verbally read links and tools(“Home”, “Calander”, “Resources”, “Announcements”). Before getting to the content of the resources tab.
