oAuth-admin : not working

      Description

      The tool is not working. If you click on "Add a consumer" link, nothing happens. The screen just reloads.

      Tested on QA trunk : https://trunk-mysql.nightly.sakaiproject.org/portal/site/~admin/tool/7c60929b-8630-418c-9f84-7af3e8101ea5

      Also found an i18n bug : https://jira.sakaiproject.org/browse/SAK-32520
