Messages Tool: Allow all Member Roles from the Groups of which the current user is a member in the “To” field

      1-Create as instructor a new site with Messages tool.

      2-Go to new Site and after that go to "Permissions" of Messages tool and check the permission "Allow send to own group role users" for all roles.

      3-Now compose a Message and in the “To” field choose a Group Role item (they have the follow form "[Discussion 3 SMPL 101] Student Role").
      Because of the permissions setting, these items may be at the bottom of the list of all site users.

      4-Check that the message has only reached the members who have that role in the particular group.

      Description

      We've had a long time request from faculty to improve the way that Messages (Message Center) handles roles and groups. The new permissions introduced in SAK-25527 Additional permission settings was a big help for us but there is still a piece of functionality that did not finally make it and we would like to address it. Its related to the ability to send a message only to group members within a role.

      This could be the scenario:
      For example: a site with 3 groups where you have an instructor and 3 TAs (TA1=Group1, TA2=Group2, TA3=Group3) and students that are only members of one of those groups/sections. We now use the new permissions to indicate and achieve that each TA can only send a message to the members of his/her group. THIS IS GREAT!!! But then, the problem comes when one of those students decides to send a message to the 'TA ROLE' and the message goes to all 3 TAs. We could expect that the message only goes to the TA that is enrolled in the group/section where the student is.
