Grade Points grading scheme

Requested by Notre Dame:

A new grading scheme to match the following scale, called Grade Points:
A = 4.0
A- = 3.67
B+ = 3.33
B = 3.0
B- = 2.67
C+ = 2.33
C = 2.0
C- = 1.67
D = 1.0
F = 0

In the settings page, the new grading scale will have the GPA/GradePoints number values from above attached to the 'grade' column. The 'Minimum %' column will be editable.

It will appear as per image attached.

When viewing the course grade, rather than introducing a new option the final course grade display setting (which means a new database column and a new set of combinations to 'preview'), if the Instructor chooses Letter Grade, this will show the grade as it is above, ie C+ (2.33), as that will be the actual label.
