GradebookNG items do not display without students

      1. Navigate to a site with Gradebook that has no students and no gradebook items. (Step1.png)
      2. Enter a gradebook item. (Step2.png)
      3. After clicking Create, a message acknowledges that the item was created. If the bug is manifest, the interactive table beneath the "Add Gradebook Item" button does not display. (Step3.png.) If the bug has been resolved, then the table would display, as depicted in Step 3_Resolved.png.
      4. Add another gradebook item. (Step4.png)
      5. Another message acknowledges that the second item was created. If the bug is manifest, then the interactive table beneath the "Add Gradebook Item" button does not display. (Step5.png.) If the bug has been resolved, then the table would display two gradebook items, as depicted in Step5_Resolved.png.
      6. If the bug is still manifest, clicking the tool reset button would show a blank gradebook. (Step6.png)

      Description

      Gradebook (GradebookNG) in 12.x on the nightly server no longer displays the gradebook items that have been added unless at least one student is added to the course site. This seems to be a regression from Sakai 11 where gradebook items are displayed to the instructor regardless of whether or not student accounts are present on the site. (See the attachment, GradebookNG_Sakai11_NoStudents.png.)

      To reproduce this bug:

      1. Navigate to a site with Gradebook that has no students. (Step1.png)
      2. Enter a gradebook item. (Step2.png)
      3. After clicking Create, a message acknowledges that the item was created, but the interactive table beneath the "Add Gradebook Item" button does not display. (Step3.png.)
      4. Add another gradebook item. (Step4.png)
      5. Another message  acknowledges that the second item was created, but the interactive table beneath the "Add Gradebook Item" button does not display. (Step5.png)
      6. Clicking the tool reset button shows a blank gradebook. (Step6.png)
