      Description

      We should minimally upgrade CKEditor to the latest 4.5 (to 4.5.11) and upgrade all of the plugins we pull from webjars.

      It would be nice if we could upgrade to 4.6 (Released November 2016) or 4.7 (Released May 2017) as well.
