Cannot assign gradebook item through Forums grading dialog

A. Prepare Create a course site that includes Forums and Gradebook. Add one or more students to the site. Add to Gradebook one or more gradebook items. Add one or more topics in Forums, but do not assign a gradebook item through the Topic Settings view. Optionally, use student accounts to add a few conversation posts to a topic for the instructor to grade. B. Grade posts As an instructor, navigate to Forums. For the topic in question, click More and then Grade. For one of the student accounts, click the corresponding Grade link. See ForumsGBItemBug_View1.png which depicts the Statistics & Grading view for topic “D1”. In the Grade Forum Message dialog, click the dropdown menu to select a gradebook item for the topic. See ForumsGBItemBug_View2.png. Instead of permitting the selection from the previous step, an alert immediately displays, stating “You do not have permission to view or grade the selected Gradebook item for this student.” See ForumsGBItemBug_View3.png which depicts the attempted selection of a gradebook item called “D1”.
