Start and end dates in syllabus edit should be able to be nullable

      Add items and then use the "Bulk Edit" tab to enter dates.

      Try the following:

      1. Edit an item but don't add dates.
      2. Add two dates, with the end date later than the start date.
      3. Try adding a start date later than the end date. (looks the same as #2 but slightly different behavior is the end date gets automatically set to be the same as the start date in this test.)
      4. Add a start date but no end date.
      5. Add an end date but no start date.
      6. First add the dates and save. Then come back and delete the start date. Do the same thing on a different item but delete the end date. And on a different item, delete both dates.

      With the removal of the quick edit fields in Syllabus in SAK-33328, the start and end dates should be able to be cleared out in the bulk edit. They are optional fields.
