      Description

I'm not sure if this is a bug, but it does appear to be a change from Sakai 11, and I can't find the Jira(s) that created this change, so I'm opening a JIRA just in case.

In Sakai 11 the Course Grade shows two decimal places. In Sakai 12 the Course Grade shows 3 decimal places.

      To reproduce:

      1. Create a gradebook with 3 items and 1 student. Set each item to be worth 100 points.
      2. Enter the grades: 90, 84, 83

The average is 85 2/3 (85.6666667).  In Sakai 12 the calculation shows 85.667 to the instructor and student. In Sakai 11 it shows 85.67.

The only property I can find that might be related is gradebook.class.average.decimal.places but I'm not sure how that is used, and in the default.sakai.properties file it says that the default value is 0.
