Imported Assignment Issues (Group, Open, Draft)

      1. Create two types of Assignments: Group Assignment; Assignments with dates which are already open.
      2. Create a new site and import assignments from the first stie. 
      3. Enable at least one of the Assignments, make available, and take as a student.

      EXPECTED RESULTS:

      • Selecting to Import from Site the Assignments from the first site, as expected, adds the Assignment tool to the second site.
      • The Assignments are in draft form. All Assignments have NOT been posted in the new site.
      • The Group Assignment is editable in its new site.
      • When a student logs in and clicks on "Assignments" tool, it should work normally with no Bug Report.

      REQUIRED RESULTS
      1. Instructors must be able to edit all imported Assignments
      2. Assignments should import in a draft state, not available to students, regardless of whether the date range of the original assignment is still the window.
      3. Assuming serial current term imports from site to site (another common use case), it should be easy to choose to open the Assignment from draft without having to click Edit, scroll to the bottom and click "Post"... easiest way I can think of is to put a "Post" button at the top of the Edit settings as well as the bottom?

      To Reproduce create a site containing Assignments, create another site with the Assignment tool turned off.
      Types of Assignments to create:
      1. Group Assignments
      2. Assignments with dates which are already open.

      EXPECTED RESULTS:
      Selecting to Import from Site the Assignments from the first site, as expected, adds the Assignment tool to the second site.

      UNEXPECTED RESULTS:
      1. The Assignments are NOT in draft form. All Assignments have already been posted in the new site.
      2. The Group Assignment is Uneditable in its new site.
      3. When a student logs in and clicks on "Assignments" tool, a Bug Report is generated. (11:43am eastern, student student0015).
