      1. Change your site's locale to something that uses the comma decimal separator
      2. Export the gradebook to a file in the new locale
      3. Make some changes to the file (keeping in mind that the CSV delimeter is semi-colon for comma decimal locales)
      4. Import the file
      5. Verify that the import was successful
      6. Test the various front end validation routines with comma decimal locales (invalid grades, duplicate gradebook items, duplicate students in file, orphaned comment columns, blank headings, etc.)

      Description

      Currently if you try to import a file in a locale that uses comma as the decimal separator, the import will fail.

      The front-end validation routines need some touch ups to be compatible with the comma decimal locales.
