Rich text images in questions are broken when reused in a new site via question pools

      To reproduce:
      As an instructor, create a new question and use the rich text editor to embed an image. By default, this image will be uploaded into the course's resources.
      Save this question to a question pool.
      Now, go to a new course and create a new test and add a question from a question pool.
      Add the question you created in the other course.

      For students in the second course, the image will be broken because they don't have access to the first course where the image lives.

      There is also a secondary concern: should the images even be in the course site's resources by default where students can browse them before they access the test? I would say that in a majority of situations the answer is no.

      We're working on a solution to both these problems. So, our fix addresses SAM-1124 and probably will address SAM-1890 as well.
