Description
If there are any 0KB file submissions, "Download File Submissions" ( 'Tests & Quizzes' ) doesn't download all files.
Test Scenario: Total submissions 44 and total files submitted by students are 50. Out of 50 files, there is one file with MEDIA null and FILESIZE 0KB (please refer attached file).
Expected Behavior: It should skip the file which causing issue and zip remaining files.
Actual Behavior: "Download File Submissions" is not downloading all files, only 14 files were zipped.
