Feedback editor options inconsistent across question types

      1. Create a new quiz.
      2. Check Settings and, under Grading and Feedback, make sure default question authoring, Question-Level Feedback, OR Both is enabled.
      3. Edit the quiz and add a Multiple Choice question.
      4. Scroll down to the bottom of the page and note the Correct/Incorrect Answer Feedback boxes with no Show Rich-Text Editor links above them.
      5. Scroll back up near the top of the page and note the presence of Show All Rich-Text Editors link above the Question Text box.
      6. Click Show All Rich-Text Editors.  Note the following:
        • The entire page reloads and focus returns to the top of the page.
        • Rich-Text Editors open for all text fields, including Feedback fields.

      This behavior is disadvantageous for someone who just wants to insert rich text content in Feedback - 1. it's not keyboard accessible because if you've arrived at the bottom of the page, you need to return to the top of the page... twice (once to get to the link and then after you click it and the page reloads, scroll down again), 2. the user needs to know to go to the top of the page to show all editors and click that link.

      Description

      In Sakai 11 and 12 for Multiple Choice questions, all the text areas for question-level and select-level feedback are controlled by a "Show All Rich-Text Editors" toggle link.
       
      However, True False, Matching, and (all?) other question types use distinct toggle links for each text area. See the two attachments for comparison between Multiple Choice and True False.
