      Description

      Problem
      If an instructor manages two sections that meet on different days or has a few students who need extra time to complete a test once it has begun (due to a disability), they would have to create multiple assessments because assessments currently can only have one set of parameters controlling when they are available and for how long they are available once they have been created. This creates more work for the instructor, duplicate assessments show up for all students (unless the instructor is really careful) and it also means that those assessments cannot be managed in one place: grades for same assessment show up as two entries in the gradebook, can't see average score, etc.

      Solution
      Allow instructors to set alternate delivery parameters for the same assessment and consolidate related settings into one section. Assessment in all delivery variations will be tracked as a single "row" in Assessments.

      Design drafts, which consolidate and refine early design work by Indiana (SAM-1408), Stanford (https://confluence.sakaiproject.org/display/SAM/Settings+rework) and Longsight (implemented proposed accordion-style sections) will be attached, with comments below.
