Exceptions settings are not saved unless user clicks 'Add a Time Limit/Delivery Date Exception'

      Description

      If an instructor adds an exception to an assessment, it is not saved unless the instructor clicks 'Add Time Limit/Delivery Date Exception'. Saving the Settings does not save the exception.

      This could be fixed by re-wording the button or creating two buttons, one to add an exception and one to save

      To reproduce:

      1. Create an assessment
      2. Add a question
      3. Click Settings
      4. Add an exception
      5. Click 'Save Settings and Publish'
      6. Under Published Assessments, view the assessment settings
      7. Note the exception is not listed
