Incorrect style of navigation menu in IE8

      Description

      Please see the attached screenshot. The menu of settings is not displayed with the correct style. It does not occur in IE9, FF, Chrome, or Safari.

      Steps to reproduce:
      1. Log in to Sakai using IE8.
      2. Move to Tests & Quizzes.
      3. Select 'Settings' from the drop-down list of the action. Then, the menu is not displayed correctly.

      Solution:
      As a result of my challenge, it can be fixed by moving up <!DOCTYPE ...> from under the HTML comments of the header.
