Retract date is taken into account to make currently available an assessment although late submissions are not accepted.

Retract date should not be take into account if late submission are not accepted. We have noticed some use cases in which those problems occurs:

Use Case 1: an assessment that supports late submissions is published. Once the exam is done the instructor reopen the assessment extending the due date but without accepting late submissions. The retract date would be in the past.

Use Case 2: an assessment that supports late submissions is published. Later on, the instructor duplicate the assessment for publication to another section but without accepting late submissions. The retract date would be in the past.
