In progress counter incorrectly shows 0 for linear access tests

      To reproduce:

      • Create a new assessment with 2 MCQ questions and default settings.
      • Go to Settings / Layout and Appearance / Navigation / Linear access to questions with NO return to previous pages.
      • Publish the assessment (making sure the dates make it active)
      • In another browser as a student, start the assessment
      • (As an instructor) in the first browser reset the tool. (11 click on tool name in breadcrumb). Click on Published Copies. In progress counter shows 1.
      • (As the student) answer the first question and move to the next question by clicking Next.
      • (As an instructor) in the first browser, reset the tool.Click on Published Copies.

      Actual: In progress counter shows 0.

      Expected: In progress counter still shows 1

      Description

      In assessments where navigation is set to linear access only, the 'In Progress' counter incorrectly shows 0 while students are taking the assessment.

      Testing with a single student, it seems to increment correctly when the assessment is started, but goes to 0 as soon as the first question is saved.
