"Add a Time Limit / Delivery Date Exception" option shown for assessments that are not supposed to be timed

      Description

      When logged in as an instructor, the option to "Add a Time Limit / Delivery Date Exception" is still available for assessments that are not timed. Nothing actually happens when it is clicked, but it could certainly produce confusion among instructors.

      The option is shown when creating the following assessment types: Test, Quiz, Survey, and Problem Set.
