Make Linear Access Logic Consistent

      Linear access currently behaves inconsistently:

      While taking an assessment, if a student clicks any button that saves his answers,
      and then closes web browser,
      when he next returns to the assessment, he is taken to the next question*.

      However, if during taking the assessment,
      -he clicks to another Sakai tool and then returns to the assessment or
      -if SAMigo times out, or
      -student accidentally closes web browser, or
      -web browser hangs and student has to quit out of browser and launches it again
      then the next time the student accesses the assessment, he is taken to the last question he was on.

      *The problem with this is that if a student did not answer question x and then accidentally closes the web browser, then he would not have the opportunity to answer question x.

      The desired behavior is that all of the conditions above should take a student back to the last question he was on.
