Survey matrix on questions scores page is in (seemingly) random order

      • Create an assessment with a Matrix of Choices Survey
      • Add in some rows (Just call them R1, R2, R3, etc)
      • Add in some columns (Just call them C1, C2, C3, etc)

      Publish the assessment

      • Take the assessment as a student answer click some bubbles
      • Take it again as another student if you like

      Go in as an instructor click the Question page and click into that question

      The student responses column should be in a predictable order, it isn't. Clicking the header does nothing.

      Looks similar to some issues like SAM-2291 but I don't see this one reported. On the questionScores page if you're looking at a students specific question the Survey Matrix is out of order. (See screenshot)

      This makes it much harder to grade. The rows should be ordered.

      I'm not entirely sure how it displays this block yet in questionScore.jsp

      I haven't tested this back in 10 to see if it's a regression or not.
