Access denied error when attempting to download all responses, can only download responses individually

      -Create an assessment with file upload
      -Have a student complete the exam adding an attachment to the file upload question
      -As instructor, view scores for the assessment
      -Select Questions tab
      -Press Download Responses

      Expected: No error, responses downloaded.

      Description

      When viewing scores, clicking on Questions->Download responses displays the following error:

      You do not have permission to access this media. If you are not currently logged in, please log in and try again. If you are logged in and believe you should be able to view this file, please contact your local support for help.

      In addition, clicking Okay on this window does nothing. The user is then logged out of the application or unable to do anything without closing the window.

      If you want to see all of the responses (for instance in a file upload question type) you have to click and download each of them individually.
