histograms are inaccurate when minimum overall score isn't an integer

      SAM-2409

      Description

Samigo histogram bar range labels have integer boundaries which are rounded approximations of underlying real number scores. Its first histogram bar represents scores beginning with the overall minimum score. Each histogram bar has an integer "width" – which is the same for all bars – usually small and often 1. This is the interval of represented scores.

The overall minimum score is generally not an integer, and whenever it isn't an integer the histogram bars are inaccurate: either the labels misrepresent the actual bar ranges or the actual bar ranges are inaccurate given the labels. One of these needs to be corrected.

I've attached the recently reported case bringing this to our attention at the University of Virginia. I'll also attach our patch.
