Add time (hh:mm:ss) to "Release Date" and "Due Date" in published assessment

1. Enter as instructor
2. Create an assessment
3. Publish the asessment
4. Go to the "Published Copies" tab
5. "Release Date" and "Due date" should have the same format as "Modified Date"
(Year-month-day hour:minute:second)
