Not able to use shared pools after SAM-2463

      Description

      Appears to be regression from SAM-2463.

      1) login as instructor2 and share pool with instructor1
      2) login as instructor1 and create new assessment
      3) Edit part -> random draw

      Note that the list of pools does not display shared pools
