Inactive students appear on "View checklist progress" screen

With the Checklist tool in Lessons, we would expect only active students would be listed on the page where instructors can review student progress. However, inactive students are listed there also.

Steps to replicate:

1. In Site Info, make sure 1 or more students is set to inactive
2. In Lessons, create a Checklist (or go to an existing one)
3. To the right of the Checklist, click the icon to "View Checklist Progress"
4. Note that inactive students appear in the list
