If Forums is removed from a site with linked topics in LB, an NPE occurs when trying to add a new forum topic

      Description

      If Forums is removed from a site with linked topics in LB, an NPE occurs when trying to add a new forum topic. The problem is on line 333 of ForumEntity.java, sakai.forums isn't in the site any longer so tool is null. This probably occurs in all the chained forum tools.

      I'll fix this in LSNBLDR-19 as I already have mods to the files.
