SiteService.allowRemove doesn't understand softly deleted sites.

      Description

      SiteService.allowRemoveSite() is JavaDoc'd as returning true when SiteService.removeSite() will succeed, at the moment it only checks the site.del permission.

      If softly deleted sites are enabled then SiteService.removeSite() checks site.del to mark the site as softly deleted but then requires the permission site.del.softly.deleted to actually remove a softly deleted site.

      SiteService.allowRemoveSite() should have the same behaviour as SiteService.removeSite().
