EmailNotification service does not check for site overrides when sending mails

      1. Install CLOG and restart your Tomcat.
      2. Add CLOG to a Sakai site
      3. In Preferences -> Notfications, add the site to the overrides section for CLOG. I recommend toggling between none and instant emails.
      4. As another user, start posting. The overrides should be effective.

      Description

      Currently, site overrides for notifications don't seem to work and the main preference is always used. You can test this by installing a tool which uses site overrides, YAFT or CLOG do this. Setup some site overrides and start publishing posts and you will see the behaviour. The EmailNotification source never seems to check the site overrides, so that seems to be the problem.
