      Description

      Currently we don't allow clients to cache content served from /access. This results in clients re-retrieving content needlessly. We should support ETag and/or Last-Modified headers and HTTP 304 responses so that clients can check if a file has been modified.

      Last-Modified is the easier change since modified date is already stored. This is on KNL-1316. There would still be some uses for calculating an ETag on CHS entries but would take some more work.
